Whats going on here?

The left front turn signal bulb burned out, this should be simple to replace correct?
That's what I thought until I removed the old bulb and the glass remained inside the light!
Attempts at using gum on the end of a pencil, needle nose pliers and other similar attempts all failed.
To make matters worse when I attempted to install a new bulb (leaving the old glass till later) it would not fit.
Unfortunately all bulbs are part of a single unit that can only be removed AFTER the bumper has been removed.
These are photos of the car after removing the lighting unit and also photos showing the defect (arrow) that blocked inserting a new bulb.
After using a file clearance was obtained for removal of the old bulb and installing a new bulb.
Just another simple task that took way too long . . . .
